The principal Tim Tepaki said it would hinge on the development of a large, five star hotel on Rarotonga, which will cater for the luxury market.
He said the hotel would serve as a feeder for additional tourist developments in the outer islands, along with involvement in farming and fishing in those areas.
Mr Tepaki said they also intend to lease aircraft to improve connections to the outer islands.
"And you integrate those three, so you have got tourism which is the driver, but international unique to each island. Then you integrate fishing and farming for food security. Then you integrate an airline, a virtual airline, virtual shipping, where it is all wet leased and any problems, they fix it, not us."
Tim Tepaki said the company was confident it could obtain financing of about $US200 million at concessional rates from China.
