What's the right age for kids to start using guns? At the the moment you have to be 16 to get a firearms licence, but younger children can still fire guns under the supervision of a licenced adult.

This will not change under any of new changes proposed for the Firearms Act. But a debate about the issue has been sparked by the story of a 13-year-old girl, who has written an open letter to the Prime Minister saying her dreams and passion have been crushed by being forced to hand in her now-illegal semi-automatic rifle an AR-15.

Firearms policy researcher Hera Cook, who is also the co-founder of Gun Control NZ, talks to Lisa Owen.
