Wellington's being told the city needs to come up with innovative ways to pay for climate change mitigation and prevention.
The council will debate whether to declare a climate emergency, at the same time as it considers a new strategy, called Te Atakura, to make the city carbon neutral by 2050.
The city councillor with the sustainability portfolio, Iona Pannett, says while that strategy outlines the changes that need to happen and is a good first step, the city still needs an implementation plan.
She told RNZ reporter Michael Cropp citizens need to figure out what the priorities are, and how they'll be paid for.
