The Cook Islands government has ordered an extensive clean-up programme after the number of dengue fever cases doubled in March.
There were 101 cases of the mosquito-borne virus last month in Rarotonga alone.
Measures to clear mosquito-breeding sites have been hampered by heavy rain in recent weeks.
