Fiji's tries were scored by Jerry Tuwai and Kaminieli Rasaku.
Marcos Moneta scored 2 tries in the final to finish the tournament as the top try scorer with 10 tries in total.
Moneta was also named Player of the Final.
Fiji found it hard to get the ball back from the restarts and gave away six penalties in the game.
Fiji has picked up 19 points for being the runner-up and jumps to 6th place on the World Sevens Series standings while Argentina moves up to second place.
Argentina last won a tournament in 2009 when the team's current coach Santiago Gómez Cora was a player.
An emotional Cora said was it was a dream come true.
