The Ministry of Justice is cutting about 100 jobs as it revamps how fines are collected.
About half of its 200 or so collections officers will be kept on, but instead of manning counters at courts, they will work from home.
The Ministry said that was possible because most people now pay their fines online, or over the phone.
The Public Service Association said having workers with access to highly sensitive information working from home was a security risk.
People will still be able to pay fines in person at a District Court front counter.
