Pacific leaders are in Dubai wanting to hold big polluters to account over their lack of climate action.
But Niue's Minister for Natural Resources, Mona Ainu'u says it's very difficult to hold 'perpetrators of climate chaos' accountable year after year with distraction after distraction.
