NZTA has admitted it should have done more to stop a Dargaville garage from issuing warrants much earlier than it did. The garage subsequently went on to issue a warrant to a car with frayed seat belts which failed in a fatal crash. Lisa Owen interviews NZTA CEO Fergus Gammie.
