Tauranga's Mayor Tenby Powell calls for "bold leadership to take the city forward" and delayed rate rises in recent years has forced him into some difficult decisions to pay for its rapid growth.
Councillors say they are bracing for a ratepayer reaction, but rises are inevitable, while others say rates aren't the only way of raising revenue and new options are needed. Andrew McRae reports from Tauranga.
