Housing pressure surging in Gisborne while many still on street

Gisborne is struggling to find enough homes for its isolated population.

As house prices rise dramatically, people are still living on the streets, in cars and even in tents as winter approaches. 

While there are some big initiatives underway, progress and change is slow.
