Auckland Mayor Phil Goff has taken an optimistic view on the move to the orange Covid protection level at the end of December.
"I'm not surprised because the government has exercised caution. And that caution has served us pretty well in the past.
"So better this year then not this year... It's more cautious than perhaps I would have seen but then I'm not making the hard decisions.
"I'm not knocking what the government's done. I just thought that it was a little bit more cautious than I would have liked to have seen."
