Is Ports of Auckland breaking competition law?

From Morning Report, 7:56 am on 20 March 2018

Council-owned Ports of Auckland may be engaged in anti-competitive behaviour in the way it runs the city's main cruise ship terminal. The only local tour operators that the port company allows to set-up in the publicly owned Shed 10 terminal are those approved by cruise lines, which also run their own shore excursions. Port of Auckland doesn't think there's an issue - but two competition law specialists aren't so sure. RNZ Auckland correspondent Todd Niall has been looking into this and discusses the details with Susie Ferguson.
