Cannabis: 'We expect a binding referendum' - Sandra Murray

Questions are being raised about the Government's proposed cannabis referendum. The Justice Minister has promised the referendum will be binding. But Andrew Little says he'll explain "exactly what that means" when its announced. Ministers are expected to discuss the referendum when Cabinet meets this morning.
