The National Party is critical of a new Corrections plan that it says puts prisoners first, saying it will come at the expense of an effective prison system.
The changes - announced yesterday - will result in kaupapa Māori programmes being rolled out at every prison, and more phone calls and family visits for inmates.
National's Corrections spokesperson David Bennett told Corin Dann the plan is not forward-thinking.
