The Prime Minister says the government has not made a final decision on whether to charge returning New Zealanders for their quarantine stay, with Jacinda Ardern clear any payment scheme cannot jeopardise the government's ability to quarantine new arrivals.
However, New Zealanders overseas are anxious for answers which could affect their ability to return home.
