Politicians aim to solve water policy problem

The Greens, The Opportunities and Maori Parties all want to break the political deadlock - and decades of inaction - over who owns freshwater.

It's the political hot potato which neither Labour or National want to touch - with both major parties taking the position that no-one owns water.

Whichever of them is in government, the Crown effectively acts as an owner, by allocating and charging for consents.

But some of the minor parties have united on the issue.
