One leader who's most happy with his area going down to level 2 is Far North mayor John Carter.
He believes the situation remains potentially fraught - not least with his region boxed off from the rest of the country for at least another week.
Carter also says the deal for 'safe passage' travel through Auckland by Northlanders has been the subject of some confusion.
