Expert on counter-terrorism law passing

A new counter-terror law, which would criminalise the planning of a terror attack, has been passed with support by both major parties in Parliament.

The Counter-Terrorism Legislation makes planning or preparing for a terrorist attack a criminal offence, and tweaks the definition of a terrorist act to include the "intention to intimidate", rather than to "induce terror".

Massey University Centre for Defence and Security Studies teaching fellow John Battersby says it fails to address modern terrorism.
