Government agencies have a facial recognition system that can use driver licence photos to check people's identity when they get a Covid-19 vaccine.
Health officials insist they have never used it although a document from last year shows it is ready to go.
One Time Identity has been developed by Internal Affairs which has talked to other ministries about using it in schools and for checking the identity of beneficiaries.
