A local security expert says the government could significantly widen its definition of what constitutes a national security threat, if it accepts the recommendations of a major review of the country's spy agencies.

Paul Buchanan has been looking at the 274-page report, which was written by former Solicitor General Sir Terence Arnold and promient Māori lawyer Matanuku Mahuika.

It offers 52 recommendations for improving the Government Communications Security Bureau and the Security Intelligence Service.

Three of the big recommendations include overhauling the Intelligence and Security Committee, removing a distinction between warrants for spying on New Zealanders and non-New Zealanders, and defining "national security" in Law.

Security expert Paul Buchanan spoke to Ingrid Hipkiss this morning.
