It stands for Ministry of Business Innovation and Employment Intelligence RNZ can reveal the government's super-ministry has quietly embedded itself in the country's spy agency network, tripling the size and spending of its own dedicated intelligence-gathering arm.
It amounts to secret empire building an alarmed Muslim community says.
