What country was running a spying operation remotely out of the New Zealand intelligence gathering system for years without the government knowing?

Local spy bosses knew it was good at identifying military targets - but was it used this way here, and against who?

Questions continue swirling around a bombshell official investigation into the Government Communications Security Bureau.

Ian Fletcher was director general at the GCSB at the time it signed the secret deal to let the foreign agency in, in 2012 - but the inquiry says he never knew about it.
