Public spending - the way in which governments use the income they derive from taxes - is always a matter of dispute. Whether its not enough spent in this sector or too much in that, societies are forever locked in argument over the role of governments as investors in the economy and society as a whole. David Hall, director of the Public Services International Research Unit at the University of Greenwich in London, explains his point of view for us.
