Banning Police pursuits

Sunday's fatal crash after a Police pursuit in Christchurch has brough up the idea of banning chases altogether. It's described as a complicated issue by the head of the Police Association Chris Cahill. In Australia, pursuits have been banned in Tasmania and Queensland, apart from in a few exceptional cirumstances. We ask Melbourne-based road safety advocate John Lambert if a ban on Police chases would work, here.
