Wellington rental WOF "a flop"

Wellington council's rental property warrant of fitness is a well-intentioned flop according to landlords. It was described the first of its kind and was aimed at improving the quality of rentals. It was supposed to result in thousands of warm flats but nearly two years only two signed up. Two rentals have acquired a WOF pass mark. Andrew King of the Propert Investors Association isn't impressed.
